Can dependent spouse on G4 visa get a work permit?

Married to me. She married while a I-130 was pending, which it still is (her mother is a citizen). No I-485 was applied for. So even though she holds a non-immigrant visa, she has a Green Card application pending. In this situation I’d like her to get a work permit, without having to get an employer letter, as most employers want work authorization first. It’s like a catch-22. If she must write a self-employment letter, what sort of letter would qualify?
